| Effective date | 2026-10-13 |
1. Scope
1.1 These Guidelines apply to all content and conduct of users on PropSeek (App and Website), including listings, photos, videos, profiles, reports and appeals, and, if in-app chat or viewing booking is opened, messages and bookings.
1.2 Before using interactive features for the first time, you must read and agree to these Guidelines. When the version changes, you must confirm again.
2. Core principles
- Be truthful: listing and identity information must be real; no impersonation or fabrication.
- Be respectful: no harassment, discrimination, threats or exposing others' privacy.
- Be safe: do not pay, or ask anyone to pay, before a viewing.
- Be lawful: follow Singapore law, CEA guidelines and Platform rules.
3. Prohibited content
3.1 False and misleading: fake, outdated or duplicate listings; rent, occupancy or descriptions that do not match reality; stolen images; misleading titles.
3.2 Unlawful and controlled: unlawful content, controlled items, pornography, child sexual exploitation, terrorism, hate speech, violent threats.
3.3 Scams and payment pressure: asking for a deposit, holding fee, transfer, PayNow or QR payment before a viewing; asking for a deposit first because "the current tenant is living there and the unit cannot be viewed yet"; impersonating owners, agents or Platform staff; forged verification documents.
3.4 Harassment and privacy: personal attacks, bullying, discrimination (nationality, race, gender, religion, disability and so on), stalking, publishing another person's personal data (phone, ID, address and so on) without consent.
3.5 Spam and abuse: flooding, spam ads, malicious traffic diversion, bulk registration, steering people off-platform for dealings these Guidelines prohibit.
3.6 Infringement: content that infringes copyright, trademarks, image rights or reputation.
4. Prohibited conduct
4.1 Using another person's identity, CEA registration number, agency details or owner consent.
4.2 Interfering with the Platform: scraping, reverse engineering, malicious requests, bypassing rate limits, getting around one unit one code or verification.
4.3 Collecting money in the Platform's name, or promising services the Platform does not provide (such as holding rent or deposits, or signing leases for others).
4.4 Abusing reporting, blocking or appeals.
4.5 Using the Platform for agency activities it expressly does not do (introducing or negotiating for any party, charging fees tied to a deal).
5. Reporting
5.1 Where: on listing detail pages and lister profiles; if in-app chat is opened, also by long-pressing a message and in the conversation menu.
5.2 Process: choose a category, add details and submit. A listing reported by 2 different users is hidden automatically pending staff review. We handle reports promptly.
5.3 Confidentiality: we do not tell the reported party who reported them, unless the law requires it.
5.4 False reports: malicious or repeated false reports are themselves a breach.
6. Blocking and muting
6.1 Block: you can block someone from their profile, and if in-app chat is opened, from the conversation menu. Once blocked they can no longer contact you. You can unblock them from your block list.
6.2 Mute (if in-app chat is opened): a muted conversation sends no push notifications or badges, and you can still read its history.
6.3 Blocking does not replace reporting. For scams, threats or unlawful content, please also report.
7. Enforcement
| Level | Examples | Action |
|---|---|---|
| Minor | First poor description, non-malicious duplicate listing | Reminder, request to edit, temporary hiding |
| General | Repeated breaches, misleading content, harassment | Remove content, restrict features (such as listing or contacting) |
| Serious | Scams, impersonation, forged documents, unlawful content | Hide or delete content at once, ban the account and mobile number, keep evidence |
| Cumulative | Several general breaches in a short time | Escalate to long-term or permanent ban |
7.1 To stop banned users from deleting and re-registering, the ban list keeps irreversible hashes of identifiers such as mobile numbers. We do not use device fingerprinting or cross-app tracking.
7.2 We tell you the reason when we act, unless legal or safety reasons require confidentiality.
8. Appeals
8.1 If you disagree with a content removal, feature restriction or ban, you may appeal once through the route in the notice, giving reasons and evidence if you wish.
8.2 We review and reply. The appeal result is the Platform's final internal decision. You may still raise the matter with the relevant authority or the Personal Data Protection Commission (PDPC) as the law allows.
8.3 Malicious appeals are themselves a breach.
9. Moderation and removal
9.1 Automated review: listing text and images are reviewed by keyword rules and a cloud large language model, and videos by key frames; matches are blocked or flagged. If in-app chat is opened, messages go through the same text review.
9.2 Staff spot checks: a random share of content that passed automated review, plus high-risk content, is reviewed by staff.
9.3 We may remove violating content without prior notice and cooperate with lawful requests from authorities.
10. Enforcement and changes
10.1 We enforce these Guidelines to the extent the law allows.
10.2 Version changes are announced in the App and on the Website. Material changes must be confirmed before you can keep using interactive features.
